BCIwiki (bciwiki.com) — Thirteen bodies in China's Shandong province, led by the Department of Science and Technology (山东省科学技术厅), together with the provincial Party organisation department, science and technology association, development and reform commission, education, industry and information technology, finance, human resources, commerce, health, market regulation and medical products departments and the provincial tax service, issued the Action Plan for Scientific and Technological Innovation in the Brain-Computer Interface Industry in Shandong (2025-2027) under document number Lu Ke Zi [2025] No. 50, dated May 13, 2025 and released on May 16, 2025.
By 2027 the plan calls for roughly 20 breakthroughs in frontier and core technologies, about 30 innovative technology SMEs with strong independent capability, two to three high-level talent teams, and one to two specialised incubation parks located in areas rich in research and education resources, with BCI technologies and products deployed across medicine, industry, elderly care, education and entertainment. By 2030 it expects an initial industry ecosystem spanning original innovation, technology transfer, product development and scenario application.
The document organises delivery into six campaigns covering frontier research, common key technologies, innovation platforms, industrial chain clustering, application scenarios and ecosystem support. Named technical priorities include ultra-flexible nanoscale electrodes, decoding and modulation algorithms, neural signal acquisition and stimulation chips, and high-throughput flexible electrode materials. Jinan and Qingdao are designated to build innovation clusters and to attract firms across upstream materials, core devices and peripheral equipment.
