BCIwiki (bciwiki.com) — The General Office of China's Jiangxi Provincial People's Government (江西省人民政府办公厅) issued Several Measures for Accelerating the Development of Brain-Computer Interface Technology and Industry in Jiangxi on November 26, 2025, under document number Gan Fu Ting Fa [2025] No. 29. The text contains 11 measures grouped into four areas covering innovation, technology transfer, enterprise cultivation and industrial support.
The document sets no quantitative industry targets. Its eleventh measure calls for implementing BCI research ethics guidelines and establishing a mutual recognition mechanism for clinical research ethics review. In multicentre trials, requiring every participating hospital's ethics committee to review the same protocol independently can add many months, and the mechanism targets that bottleneck. Other measures deploy the provincial 2030 Pioneer Project for BCI and the 2030 Voyage Plan for brain science and brain-inspired research; support provincial key laboratories, technology innovation centres and clinical medicine research centres; back Ganjiang New Area in building a BCI rehabilitation centre, a high-quality EEG industry dataset and a future-industry pilot zone; provide early engagement, case-by-case guidance and parallel research and review for products entering the special review channel for innovative medical devices run by China's National Medical Products Administration (NMPA); and reward Class II and Class III innovative device registration certificates. Personnel in the field receive support under the province's electronic information industry talent policies.
