BCIwiki (bciwiki.com) — The Shanghai Municipal Science and Technology Commission (上海市科学技术委员会) issued the Action Plan for Cultivating the Brain-Computer Interface Future Industry in Shanghai (2025-2030), document Hu-Ke [2025] No. 5, on January 10, 2025.
The plan sets a clinical timeline: before 2027, Shanghai aims to move more than 5 invasive and semi-invasive brain-computer interface products through medical device type testing and clinical trials, have semi-invasive products reach clinical application first in China, and attract or cultivate more than 5 independent innovators with core BCI technology plus more than 10 backbone supply-chain companies; before 2030, BCI products are to reach full clinical application, the upstream supply chain is to be largely localized, and a national-level BCI industry cluster is to be established. Invasive and semi-invasive work centers on medical-grade scenarios — motor control, speech synthesis, treatment of neurological diseases and vision restoration — while non-invasive development targets rehabilitation, education, entertainment, smart living and manufacturing.
