BCIwiki (bciwiki.com) — The General Office of China's Tianjin Municipal People's Government (天津市人民政府办公厅) issued the Action Plan for Promoting Innovative Development of Brain-Computer Interfaces in Tianjin (2026-2030) under document number Jin Zheng Ban Fa [2026] No. 8, dated May 26, 2026 and publicly released on May 28, 2026.
By 2027 the plan calls for two to three national-level innovation platforms in the field, more than five non-invasive BCI products entering clinical use, invasive products reaching the registration trial stage, more than ten commercially promising new products across elderly care, education, entertainment, smart living and advanced manufacturing, 50 innovative enterprises, leadership or participation in one to two national BCI standards, and three to five industry funds. By 2030 it envisages a national strategic science and technology cluster, more than ten non-invasive products in large-scale clinical use, market approval for invasive products, one to two listed companies and three to five sector leaders, a BCI industry fund cluster exceeding 10 billion yuan, and a standards and testing system bridging domestic and international practice.
Delivery rests on the industrial base of the Tianjin Binhai High-Tech Industrial Development Zone, with Nankai University and Tianjin University drawing on basic research zone resources for applied research across scenarios. For technology the plan uses a two-way open competition mechanism linking companies, universities, research institutes and hospitals, targeting core electronic components, high-end general-purpose chips, basic software and key foundational systems, and drawing on national key laboratories and the Haihe laboratories.
