BCIwiki (bciwiki.com) — As of September 14, 2026, 11 provincial-level regions in China had issued 13 dedicated brain-computer interface policy documents, and the other 20 had none. Among them, Hainan, Qinghai and Xinjiang have published BCI medical service prices in formal documents.

Regions with dedicated documents are Beijing, Shanghai, Sichuan, Shandong, Jiangxi, Jiangsu, Tianjin, Guangdong, Anhui, Zhejiang and Fujian. Hubei, Hunan, Chongqing and Henan have BCI initiatives without dedicated documents, and Hainan, Qinghai and Xinjiang have prices without industry documents.

The three pricing documents were all issued in December 2025. Hainan in southern China issued Qiong Yibao [2025] No. 225 on December 16, effective April 1, 2026. Qinghai in northwestern China set its prices in Annex 11 of Qing Yibaoju Fa [2025] No. 46, dated December 24, with neurological items effective December 31. Xinjiang in northwestern China issued Xin Yibao Gui [2025] No. 13 on December 24, effective February 1, 2026 and valid for five years.

All three use three tiers by hospital grade and class the items as Category C. Invasive implantation at tertiary, secondary and primary hospitals is RMB 6,500, RMB 6,175 and RMB 5,850 in Hainan, RMB 6,500, RMB 5,525 and RMB 4,696 in Qinghai, and RMB 6,000, RMB 5,400 and RMB 4,860 in Xinjiang. Non-invasive fitting at tertiary hospitals is RMB 960, RMB 960 and RMB 900 respectively.

Hainan’s tiers are the flattest, with primary hospitals still at RMB 5,850. Qinghai’s drop is steepest, from RMB 6,500 to RMB 4,696. Xinjiang reduces each tier by 10%, giving the lowest prices of the three. Hainan applies a 30% children’s surcharge to implantation but only 15% to removal, while Qinghai’s and Xinjiang’s surcharges both equal 30%.

The National Healthcare Security Administration said in April 2026 that invasive implantation fees cluster between RMB 6,000 and RMB 6,600, a range that refers to each province’s highest tier. Hainan, Qinghai, Xinjiang and Sichuan all tier prices by hospital grade, and lower tiers generally fall below RMB 6,000, with the lowest being RMB 4,389 in Sichuan’s bottom tier.

Pricing is spreading faster than industry plans. It requires only a cost calculation by the healthcare security agency under the national guideline, without coordinating a dozen departments or a local industrial base. Hohhot, capital of Inner Mongolia, has also created BCI fee items at city level, while the regional healthcare security bureau’s website shows no BCI pricing document.

Among regions with initiatives but no dedicated documents, Hubei is covered separately; the other three follow different paths. Hunan, a province in central China, wrote BCI into its 15th Five-Year Plan (2026-2030) outline, and its government work report said Hunan’s BCI sector was included in the national layout of key future industry provinces in 2025. Companies such as Weizhou Medical and Super Robot are based there, and several top-tier hospitals have set up BCI clinical research centers and specialized wards.

Hunan’s healthcare security bureau has issued a BCI fee guidance catalog, but its items, prices and insurance status were not found in public sources. In Hunan, clinical practice has moved ahead of policy.

Chongqing, a municipality in southwestern China, placed BCI within a larger program. Its science and technology bureau led a 2025 implementation plan for smart medical equipment innovation, launching a campaign whose priorities include BCI and multimodal multiphoton in situ in vitro diagnostics. Specific BCI targets, funding and responsible institutions were not disclosed.

Henan, a province in central China, started with a platform. In April 2026 the Henan BCI Rehabilitation Equipment Technology Innovation Center was inaugurated in Anyang, led by Xiangyu Medical with Zhengzhou University and the First Affiliated Hospital of Zhengzhou University. Xiangyu Medical is a listed rehabilitation device maker for which BCI rehabilitation equipment extends an existing product line, and the center sits in the company’s home city rather than the provincial capital.

The remaining 16 regions have, according to public information, neither dedicated documents nor provincial industry initiatives: Hebei, Shanxi and Inner Mongolia in the north; Liaoning, Jilin and Heilongjiang in the northeast; Guangxi and Hainan in the south; Guizhou, Yunnan and Tibet in the southwest; and Shaanxi, Gansu, Qinghai, Ningxia and Xinjiang in the northwest.

Hebei’s industry department reposted the national seven-ministry guidelines, and Shaanxi has strong university and defense research capacity, but neither has a provincial initiative. Fujian had also only reposted national documents before issuing its own action plan in August 2026.

BCIs depend at once on research platforms for basic science, top-tier hospital systems for clinical trials and manufacturing capacity for precision devices, and few provinces have all three. Less-equipped provinces are more likely to enter through payment, with price items, equipment purchases and rehabilitation services, while industry development comes later.
